Bug description

Mini-widgets in a mini-widgets-bar widget (i.e. not in the header bar or footer bar) are not showing up in the "Widgets in View" list in Edit Mode.

Steps to reproduce

  1. Open Edit Mode
  2. Add a mini-widgets bar (regular widget)
  3. Put some mini-widgets in it
  4. They don't appear in the "Widgets in View" list

Primary pain point(s)

If they're not in the list then they're not configurable, which makes working with VGIs painful. It is technically possible to drag them to a header/footer bar, configure them, then move them back, but that's definitely not a streamlined workflow.

Input widgets in Custom Widget Base widgets have the same problem.
