bug: plotter minimum vertical hitbox is larger than the widget

Bug description

If the plotter is made to be short, the vertical hitbox extends above and below the widget:

Steps to reproduce

1. Create a plotter widget
2. Make it short
3. The region where it absorbs mouse events becomes too large

Primary pain point(s)

The large hitbox area prevents interacting with the elements underneath it, which is problematic for elements that require interaction.
