/libs/{library} handling for missing version should provide a user redirect page

Where a library version doesn't exist (older version before the library had been added) there should be graceful handling.

Present the user with a page which has a delayed redirect to the current version of the library's home page, as well as a button option for that, and a button option to go the the current version's libraries listing page.
