The "Installing and testing" section in the top level readme is out of date

I can take this up if it’s still open.

Proposed approach:

• Review the current “Installing and testing” section in the top-level README
• Either update it to reflect the current workflow or
• Replace it with a concise section that links to the relevant ReadTheDocs pages (as suggested), keeping the README lightweight and accurate

I’ll make sure the final result avoids duplication and stays up to date.
