Open multiple tooltips with keyboard and mouse #400

Describe the Bug
You can open more then one tooltip by using both keyboard and mouse navigation.
Found in #399 (review)
Steps to Reproduce
- Open a tooltip by navigating properties panel with tab key.
- Hover other another tooltip source.
- Now you see 2 tooltips open.
Expected Behavior
Only one tooltip open at a time.
