Description

The "Set Brave as default browser" button color on brave://welcome changed between 1.81.x (Release) and 1.82.x (Beta) for dark theme only. Applies to other buttons during onboarding as well.

Steps to reproduce

1. View brave://welcome in dark theme
2. Compare to 1.81.x
3. See difference in button color

Note, when verifying QA should proceed through onboarding and check all similar buttons ("Import" (when a browser is selected) "Import profiles", "Sure, I'll help", "Finish", and any others that are similar). Note, this does not mean all buttons - ex. "Skip", "Maybe later", etc.

QA should also check light theme to ensure it still works as expected.
