The LICENSE file indicates tooltipsy is licensed under MIT:
Lincensed under MIT - http://opensource.org/licenses/MIT (Changed 12/2/14)

However, the source file (tooltipsy.source.js) indicates tooltipsy is licensed under GPL2:
Licensed under GPL2 - http://www.gnu.org/licenses/gpl-2.0.html

@briancray -- will you please clarify the licensing of tooltipsy?
