Jupyter, Welder failed to start after 10 minutes.

I am trying to setup and run mnist_survival_analysis_demo.ipynb notebook on Terra, As suggested, I am using custom Docker image: ghcr.io/broadinstitute/ml4h/ml4h_terra:20211101_143643.  I am getting an error when creating the cloud environment.
