Docker issue

Hi ml4h team,

I am interested in your work and try to pull your docker on:
https://github.com/broadinstitute/ml4h/pkgs/container/ml4h(tf2.9-latest-cpu and tf2.9-latest-gpu).

However, I found that the pulled docker didn't contain "ml4h" package:

/workspace ghcr.io/broadinstitute/ml4h:tf2.9-latest-cpu python -c 'import ml4h'
Traceback (most recent call last):
File "", line 1, in
ModuleNotFoundError: No module named 'ml4h'

Could you please take a look and find out the reason?
