Publish docker image

For users running in the cloud or who cannot install a JRE, we can use the sbt-native-packager to produce and publish a docker image. This would make integration of PoolQ into cloud-based workflows easier and possibly allow users with access to docker to run PoolQ locally without installing additional software.
