Improve seqr's usability for users with disabilities including those:

using screen readers
navigating via keyboard/ speech instead of mouse
with low visibility (need to be responsive if magnified, better contrast)
color blind

Look into automated analysis of accessibility, maybe integrate some sort of automated testing/ scans? Could use chrome's lighthouse for a first apss

This is not a PR, it is a ticket we made to track potential future feature work for seqr
