update conda python version

Current python version 3.7 (specified here) is technically EOL'ed by Python already, we should probably update to something much more current, perhaps at least 3.10 or even 3.12 (unless it breaks our code somehow).

This is technically done, but let's hold off on closing it.
We've updated from python 3.7 to 3.10 for the conda environment, which is currently the most recent version broadly supported by bioconda package builds, but with a recent update of conda-forge to python 3.12, a forthcoming bulk rebuild of bioconda packages should bring most packages to py 3.12 in the near future.
