Is there a way to get surfingkeys to run before page loads?

I was wondering if there was a way to get surfingkeys to run before a page loads. So let's say you get on a website, before the html is sent to you, the extension isn't on. This usually isn't a problem when you're just trying to navigate the page with "j" and "k" for example. But what happens when you want to traverse your tabs? I can't go left, right, close tabs, open the omnibar, or anything, until the page loads. I also haven't found a way to use the extension on a blank tab. Does anyone have any ideas?
