Fix ci / makefile

### Overview

Related to [btcsuite/btcd#2240](https://github.com/btcsuite/btcd/pull/2240)
Makefile is outdated, and several processes do not work correctly.
- `DEPGET` and `GOFILES_NOVENDOR` are unnecessary.
- `golint` and `goimports` are broken.
- [goacc](https://github.com/ory/go-acc) is deprecated. ( replace to builtin )
- Some commands and scripts are unnecessary and do not work on Windows.
