[feature]: add VerifyLowS helper function in btcec for ECDSA signatures

This feature request is related to LND PR #10372

As @Roasbeef commented in that PR, the idea is to add a helper for ECDSA signatures in btcec.

In my opinion, the helper function fit naturally in btcec/ecdsa/signature.go
