Using Baseline as a moving target to ignore errors

Description

Browser support typically is a moving target for long lived projects.
But the option to discard errors only allows setting all or specific versions.
So we have to manually update these periodically.

Set Baseline Widely Available or Baseline 2023 as the cutoff point for errors.

Describe alternatives you've considered

Do this work manually and periodically
