[Bug]: bk build list with output json does not output empty list when no results

What happened?

bk build list --output json outputs an error message to stdout even when --output=json is specified. It should output an empty array to stdout and at least put this error message in stderr, or better remove it.

@PeterCardenas ah, it looks like a different issue, and the one addressed in #635 is solely about handling a logger from 3rd party package.

If no builds are found in your organization, passing --quiet should not emit any additional messages in such cases.
Can you give it a go?

doesn't work unfortunately, it's because we're doing a fmt.Println here which ignores the output logger https://github.com/buildkite/cli/blob/main/cmd/build/list.go#L173-L176
