preview resets scroll position upon every edit

"When I am working in Preview mode whenever I make a change, however small, however far down the newsletter, the preview side jumps to the top of the page. So, to see what the change I made looks like I have to scroll all the way down to it."

I was able to test this and confirmed in account that the preview does scroll back to the top.

Have to see how we're handling scroll restoration before, the refactor went for a slightly different approach on it, I kind of don't like it honestly.

@mary-ext and @jmduke : User messaged that the issue was resolved, but has now returned. They have a video example on ticket that shows typing and the preview jumping to the top of page.
