Bump the VM version to 17.0.16+2

The current HotSpot version of CompoundVM is 17.0.8+0, while the OpenJDK 17u has reached 17.0.16+2. CompoundVM needs upgrading to catch up with 17u, especially for those security patch updates.

Btw, a public upgrade plan is also required for future 17u releases.

We can upgrade the JVM every time a GA version is released, next should be jdk-17.0.16-ga.
