[DOC] Missing CONTRIBUTING.md and CODE_OF_CONDUCT.md

Issue Description

It has been observed that this repository is missing two essential files:

• CONTRIBUTING.md – which provides detailed guidelines on how to contribute (e.g., reporting bugs, suggesting enhancements, submitting pull requests, coding standards, etc.).
• CODE_OF_CONDUCT.md – which establishes the standards of behavior expected from community members.

Expected Behavior

The repository should include both files:
