improve status order

the status order currently is:

• active C4DT support
• retired C4DT support
• active lab support
• everything else

but the projects that have both active/retired C4DT support AND active lab support are sorted nilly-willy, it'd be neat if:

• active C4DT AND active lab support
• active C4DT support
• retired C4DT support BUT active lab support
• retired C4DT support
• active lab support
• everything else
