webpack migrartion

• cbio-util and download-util needs to be placed in another library, and should be npm compatible
• legacy libs (ui.tabs.paging, jQuery.tipTip, etc.) should be bundled separately
• external libs (underscore, jquery, backbone, etc.) should not be included in the output library
• load css files in a more modular way
• load underscore templates by using an underscore template loader
• better configuration of webpack.config.js and package.json
• source map
• some DataTable plugins are problematic.
