Limit inputs work poorly in certain browser configurations

1. Mobile browsers (Chrome/Firefox) do not support selecting seconds in time inputs.
2. Firefox allows arbitrary text to be inputted into number inputs and then parses the number into NaN, which makes it not distinguishable from an empty input.
