monero: failed txs cant be rebroadcasted

Steps to reproduce the behavior:

1. Have a tx dropped from the txpool

Expected behavior
Cake checks 0/10 (and failed) txs to see if the tx is in the connected node's txpool, if not, mark as failed w option to rebroadcast it

Have a tx dropped from the txpool

How exactly did that occur? More is zero-conf so this shouldn't happen

user wss using cake's node. I think cake's node must have restarted or flushed the txpool during bad connectivity.

Txs can get stuck on a node for various reasons, and should be able to be manually rebroadcasted . If the node has seen the transaction, there would be a double spend error, else (if changing to a working node) the tx would go through
