Build for ppc64le and s390x architectures #2076

Summary
The k8s snap is currently only distributed for the amd64 and arm64 architectures. It would be great if it could be built for ppc64le and s390x as well. There's an existing feature request for s390x support (#1712).
Why is this important?
concierge recently added the ability to build for these architectures, as requested in canonical/concierge#76. concierge is the Canonical tool for setting up Charm testing environments. This includes an option to install the k8s snap and set up a Juju K8s cloud, but this will fail on ppc64le and s390x runners.
Are you interested in contributing to this feature?
I've made a naive PR trying to implement this (#2075), but I'm more than happy for the maintainers to take over.
