[SidePanel]: Resizeable side panel returns to the previous width when closing and opening again

Description

When closing the sidepanel with resize and re opening I expected the sidepanel to start off at the set size prop again, instead it returns to the previous width it was resized to prior to closing.

Maybe this is the intended functionality but adding a prop could resolve this issue

1. Resize panel to any size than the default
2. close panel
3. open panel
4. see that panel went to the same width
