Add governance schema(s)

We are in the Conway era, People might want to query information about governance related information, such as:

• List of governance actions
• Votes of SPO/dRep/CC

We need to add more corresponding schemas

I want to clarify some queries of Gov actions I have not found the corresponding query on GrapQL:

1- From Hasura, I could list all Gov action proposals by this query:

2- In Hasura I can query the offchain data of each Gov action proposals based on offchainData_id:

5-On GraphQL also has not updated Protocol Parameters related to Governance vote threshold.

Querying votes for a Govenance action proposals with "voter_role" of "DRep" and "SPO" respectively is not possible with GraphQL yet, however on Hasura the query can be executed successfully.
