Web UI: adding password with special characters to SMTP settings leads to failure

🐞 Describe the bug
I tried the webconfig with this string:
mailtos://smtp.ionos.de?user=test@test.de&pass=5Pk.#Kz%W;}r3Bf_IE&from=test@test.de&to=tester@test.de

The password is the reasl one, which led to the error.

Although the ; character isn't in this list, I've found that it needs to be URL-escaped by replacing it with %3B
