Tag GCP infrastructure so we know where costs are coming from

Overview

When we look at the GCP cost explorer we only have a very high level view and can't tell where we're actually spending money.

Success Criteria

How will we know that we're done?

We can filter infra costs by:

• funder - should we be writing these costs into an invoice somewhere?
• service - how much is, e.g., running PUDL viewer actually costing us?

Next steps

• add tags to terraformed resources
• add tags to nightly build Google batch job
• audit manual resources that don't have tags
