Currently for completions the "Student must receive a passing grade to complete this activity" option is available, however if turned on the user is presented with "This activity does not have a valid grade to pass set. It may be set in the Grade section of the activity settings.".

Because there is no grade to pass setting for observations this completion option should be removed.
