If strong ack incentives are enabled relayers on Arbitrum could convince sequencers to execute their message with a timestamp upto 1 hour in the future (and 24 hours in the past). This would allow a relayer to take an unfairly larger split of the relaying rewards than they are entitled to.

Applications are adviced to set the targetDelta high (if used) when sending message from Arbitrum.
Relayer are adviced to promptly relay the whole path if a message has origin on Arbitrum and targetDelta is not 0.
