[chore]: Overhaul logs frequency and levels #38
Description
The amount of logs generated at the 'info' level is too large, and becomes unsustainable as more chains/collectors are added to a running Relayer.
- Remove unnecessary 'scanning events between blocks'. Instead increase the amount of logs which inform of a worker's state at an interval.
- Overhaul any logs whose level should be increased from
debugtoinfo, to decrease the reliance of running the Relayer with adebuglog level.
