Is it possible to have a single parent runner for two different child runners ?

One of my parent runner stays idle most of the time and only gets used when the requirement comes up for that. Is it possible to combine that with another parent runner having 80% variable values same as this one ?

Maybe a single module for two parent runners, this would save EC2 cost for us by eliminating a parent runner.
