support walletconnect protocol on celocli

what

add a new command like wc:session that allows users to connect to a wallet connect session.

the command should stay open and allow users to approve / reject signing requests.

why?

this has been request a number of times over the years. It would allow users to sign transactions with their ledger via celocli on any dapp that supports wallet connect. currently the only way this can be done is celo terminal which doesnt have an sla.
