Is it possible to only create Issuer and remove the CluserIssuer #63

Hi,
In our deployment, one cluster is used by multiple tenant using respective namespace. And we cannot deploy ClusterIssuer as it will impact all the namespace. Is it possible to just register Issuer CRD to cert-manger and remove the ClusterIssuer CRD?
