PyTorch backend with Radeon RX 5600 XT via ROCm

Finally I was able to use PyTorch with my RX 5600 XT!

Tested with chaiNNer and ComfyUI: both work.

The whole RX 5000 series of cards is famous for giving a lot of headache to their owners. Mine first had the overclocked VRAM right from the factory (solved by flashing older VBIOS), second it was not officially supported by ROCm so for years the only backend available for me was NCNN.
