xray使用“--config”指定配置文件不生效

版本：1.9.11
现象：xray换到/usr/bin/目录下使用“--config”指定配置文件路径不生效，只能在当前目前下生成xray.yaml、module.xray.yaml、plugin.xray.yaml

操作如下：
./xray_linux_amd64 webscan --basic-crawler http://testphp.vulnweb.com/ --html-output xray-crawler-testphp.html --config /root/xray/config.yaml --log-level debug
