deployment to fly.io

A way to deploy to fly.io seems like a good first step in making it easy to deploy softserve.

fly.io can setup the volume and can use S3 from remote stores also and so can support the Git LFS aspects without needing any new code bases.

fly.io also supports wireguard natively, so that the ssh connections can be managed.

fly. io also supports systems, which soft server is designed for.

fly.io has sqlite and postres, with soft server needs. The new Org, Users PR uses it heavily.

If people like this idea I dont think it's much work to do. I may get time to work on it myself.
