Is Your Feature Request Related To A Problem? Please describe.

After updating the Chocolatey license, the "chocolatey.licensed" source is automatically re-enabled, even if it was disabled. This leads to unnecessary additional work, especially in closed environments where the source is unavailable.

Describe The Solution. Why is it needed?

If the "chocolatey.licensed" source is disabled, it should remain disabled after updating the Chocolatey license to avoid additional effort and delays during package installations due to a lack of connectivity to this source.
