Hasn't been updated in 7 years and we don't integrate with Istio specifically

I didn't even realize this was there. We might want to actually delete this one, as it looks like it has no changes from upstream and it could cause confusion about APIs that the Cilium project distributes. I could even see a future where we want to use this repository name for gathering Cilium organization APIs into a central place to redistribute.
