configuration overhaul - auth_setup #768
Description
Currently auth_setup (see here and here) is part of control.py rather than being part of the configuration script. This is for legacy reasons that don't exist any more (and maybe never did). Once the other parts of the configuration overhaul are done, we should make auth_setup part of that.
