Add FCEB Field to DB

💡 Summary

Add a new field/identifier for FCEB organizations within the database.

Motivation and context

Help to improve speed of data pulling for all Federal Civil Executive Branch (FCEB) agencies for leadership / RFIs, without relying on listing all FCEB group descendants and writing an "OR" statement for all returned agencies and their sub-orgs. Implementation would assist with quicker, more accurate pulls of FCEB agencies, upon request, and allow creation of aggregations to pull stakeholder vulnerability information for all parent and sub-org profiles belonging to FCEB agencies.

Implementation notes

Add field to database, such as:

• FCEB: True/False

Note: Currently all parent FCEBs are listed under the FCEB sub-org group.

This would just act as a quick check to ensure we are only pulling information related to FCEB agencies.

Acceptance criteria

• Add a way to filter by only FCEB agencies
• Field should be present and set to TRUE for both FCEB parent and all sub-orgs under the parent
