Draft compliance documentation for the user research program

Sub-issue description

We've agreed on a vision for the customer panel/user research program. We need to make sure it's compliant with different policies and laws.

Map out the details of how we'll engage users, data management, etc. to inform documentation updates so we can submit those early and build our research program to align with compliance guidance.

Acceptance criteria

• Document how we will reach users, manage data about users interested in participating and data from research sessions, our procedures for consent, etc.
• Coordinate with @trevorbryant-cisa on documentation updates
