Please release 2.5.2 with #3868

Please cherry-pick https://github.com/cisco/openh264/pull/3868 on top of 2.5.1 and release 2.5.2.

The Flatpak platform won't update to 2.6 because of the ABI break (https://news.itsfoss.com/freedesktop-sdk-drops-openh264/), and this bugfix would still be nice to have.
