Environment-based separation of API URLs in Clamp workflow config

This issue relates to being able to segregate API endpoints for workflow configuration by deployment environment. Often, workflows will have to be created and tested in multiple environments for staging, user acceptance, and so forth, where API URLs might differ especially in the absence of internal service URLs or service discovery.
