C# SDK does not receive subscription onerror callback for broken subscribetoalltables

As revealed by github.com/clockworklabs/SpacetimeDB/issues/2687 . Investigate and ensure that the SDK at least fires subscription OnError callbacks for rejected user-supplied queries. It would be good to also make it so that SubscribeToAllTables error callbacks work, but I consider that lower priority if it's not trivial, so long as the linked SpacetimeDB issue gets fixed so that SubscribeToAllTableses don't fail under normal circumstances.

Does this work in Rust? It's specifically a C# SDK issue?

SubscribeToAllTables uses the legacy api which does not have a way to return errors.
