Compliance and release schedule

Currently, I've tied release 0.5 (https://github.com/cloud-custodian/cel-python/milestone/3) to issue #64 (among others).

This seems to pile a lot of changes into a single point release. Maybe we should wait for some better prioritization of the WIP before assigning releases?
