Start automating the process of generating certificate bundles, with the following goals for Q1: * Switch to using a SQLite database as the central source of truth for certificates and bundle releases, instead of using a number of files. * Providing tooling for importing certificates into the trust database and emitted release bundles. * Provide tooling for searching the database for certificates, dumping those certificates, and showing information about certificates in the database.
