draft-07: Error on FETCH in moq-relay-ietf

Basic encoding/decoding for FETCH-related messages has already been added, but we don't currently handle them correctly. The simplest possible (while still technically spec compliant) approach would be to simply return FETCH_ERROR when receiving a FETCH.
