Describe the Bug

Running wrangler deploy with a CLOUDFLARE_API_TOKEN and --config ./some/path/wrangler.toml intermittently results in the error Please wait and consider throttling your request speed [code: 971].

This does not appear to be a valid error, or rather, the cited reason for the failure is incorrect.

Tested:

  • Yesterday I ran deploy in 1 minute intervals, repeated 2+ dozen times, no error
  • Today I ran it once, and the error was triggered. Ran it several times separated by 1 minute, and at some iteration (5+) the command succeeded and the worker was deploy.

Notes:

  • Workers (paid) plan
  • This started to occur intermittently approximately 2 months ago, and appears to be getting more frequent.
  • I do not know if the issue is related to providing a CLOUDFLARE_API_TOKEN or --config argument. This is just my setup.

Please provide any relevant error logs
